In recent years, new drug development has expanded globally and first to
market is becoming a key factor. Even in this constantly changing environment,
the SNBL Group has been successful in providing a full range of drug development
services to pharmaceutical companies worldwide. Our contract research business
consists of three operations:
*** 1. Preclinical Research Operation***
The Preclinical Research Operation boasts unparalleled experience and performance
in scientific research for more than forty-five years. This operation division
researches and extrapolates the safety of new drugs from many standpoints.
Safety research is performed at the SNBL Research Facility in Kagoshima,
Japan. The division also has a dedicated drug Pharmacokinetics and Bioanalysis
Center in Wakayama, Japan. Experts in specialist fields of medical science
covering toxicology, pharmacology, pathology, biochemistry, microbiology,
genetic engineering, and drug metabolism pursue the assurance of new drug
safety in all relevant fields. SNBL U.S.A., Ltd., located in the suburbs
of Seattle, Washington, U.S.A., focuses on safety research for new drugs
and plays a crucial role in SNBL Group's global strategies and operations.
*** 2. Clinical Pharmacology Operation (Phase I Clinical Trials)***
The Clinical Pharmacology Operation undertakes Phase I clinical trials.
SNBL Clinical Pharmacology Center, Ltd. conducts Phase I clinical trials
in collaboration with CPC Clinic, an affiliated medical institution, and
the SMO Division (Site Management Organization Division) provides support
services for clinical trials. We ensure high quality and speed in our services
by providing a special in-house training program for our CRAs. Our aim
is to conduct efficient simultaneous, global multi-site clinical trials.
We are actively forming a network of national universities and medical
institutions and community associations for the smooth progress of clinical
trials.
SNBL Clinical Pharmacology Center, Inc. (USA) is completing a new Phase
I/IIa clinical research facility - the Clinical Pharmacology Center - in
the University of Maryland, Baltimore's BioPark in downtown Baltimore. SNBL
CPC plans to initiate clinical operations in the 96-bed facility in
October 2005.
*** 3. Clinical Development Operation (Phase II & III)***
The Clinical Development Operation monitors Phase II and III clinical trials,
and provides related statistical, analytical, and consulting services for
all aspects of new drug development.

| The Translational Research Operation springs from our venture spirit and
our active role in society. We aim to assist scientists with their excellent
ideas or outstanding skill sets and help develop their ideas into successful
business models. We are in the business of developing new international
businesses . To date, successful joint enterprises and businesses have
been established in collaboration with academic institutions.

| We are engaged in collaborations with medical institutions and research
facilities including university laboratories. University Medicines International,
LLC, a joint enterprise established between Maryland State University (Baltimore)
and SNBL is the first joint enterprise formed between an American state
university and a private company. It has attracted considerable attention
as a new business model.
